By THE PULSE NEWS MEXICO STAFF     A cooperation agreement was signed in Mexico City on Thursday, Feb. 22, between the Economic Development and Culture Division of the City of Toronto and the Economic Development Secretariat of Mexico City. This bilateral memorandum of understanding sets out the intention of both parties to collaborate in trade, environment, life sciences, information technology, culture, tourism, and education, and to
