By THE PULSE NEWS MEXICO STAFF The newly created state-owned natural gas company Gas Bienestar began formal operations on Tuesday, Aug. 31, in Mexico City’s Ixtapalapa Precinct with a starting price 10 percent below the maximum set by the country’s Energy Regulatory Commission (CRE). Gas Bienestar, a subsidiary of the state-run Petróleos Mexicanos (Pemex) oil company, will offer residents of some
